Can I use my Samsung laptop to reinstall Windows on my Toshiba laptop that has crashed

    No i am sorry to say this but there is no such way to do this. In this case you will have to do a fresh installation for windows and that can be done with the help of a “Windows installation Disk, an external hard drive or from that computer’s hard drive itself.
    However there is one way and that is possible only in the case when both of your computers are connected through LAN and your Samsung Laptop should have the ISO file of Windows OS.
