    Yes, registration of Births and Deaths (Amendment) Bill, 2012 has been passed by Indian Rajya Sabha on 13th August 2013. According to this bill states are free to frame their own rules in accordance with their requirements. Also the bill will protect women from unnecessary harassment in matrimonial and maintenance cases.
