    A company can call itself “Microsoft Certified Partner” if that company is providing Microsoft related products and services, such companies are independent companies and although they are linked with Microsoft with some other terms and conditions. They provide technical support in the behalf of Microsoft, they work as a third party workers. Such companies can help a customer in all the ways related to Microsoft products.
